Job Purpose
  • Carnell provide specialist maintenance and support services that support safety and efficiency for the UK’s highway infrastructure. For over two decades, major public and private sector customers have relied on us for cost effective, sustainable innovations that help the successful operation and maintenance of their network assets.
  • Carnell provides drainage asset and data management and a mapping survey service to the Highways business sector across the whole of the UK. This service is to locate and determine the condition of the drainage assets and infrastructure on the UK motorways and carriageways. The Water Management division conducts trenchless repairs and remediation works to the drainage network in order to prolong the life of the asset.
  • Working as part of the Remediation Operations Team, assisting in scheme management from tender stage to post completion.

 

Key Responsibilities and Accountabilities
Health, Safety, Environmental
  • To actively work on project activities in accordance with Carnell SHEQ policies and procedures.
  • Keep the company safe by co-operating with others to ensure a coordinated approach to promote a clear understanding of each party’s duties, roles and responsibilities for Safety and Wellbeing.
  • Promoting a positive safety culture through visible proactive, consistent, and influential behaviours.

 

Job Role
  • Assist Contracts Manager and Remediation Manager with admin activities.
  • Assist with completing required site paperwork (Risk assessments, Method Statements etc).
  • Quality control/checking on post construction CCTV surveys to ensure works have been carried out to the expected standard.
  • Ensure site teams have the information and resources they require to complete planned scheme works.
  • To work as part of a team in an efficient office environment and can work without supervision.
  • Work with the Technical Services Department to assist in meeting project deadlines, and relevant management targets.
  • Communicate with other work colleagues.
  • Assist in activities as necessary and other duties as assigned.
  • Participate in weekly/monthly meetings with Carnell staff and clients.
  • Maintaining up to date knowledge of the GIS sector including software developments.
  • To be involved in performance reviews and assessments.
  • The above duties are commensurate of the position, it may be expected to vary the role as and when the Business requires it.
 
Qualifications/Experience
  • Good IT skills with a knowledge of a range of different computer packages e.g. Word and Excel.
  • Knowledge of Microsoft Project preferred but not essential.
  • GCSE Grade A-C Maths, Science & English preferred but not essential.
  • Good communication and Interpersonal skills to effectively deal with a wide range of customers, contractors, and other members of staff.
  • Ability to work individually and as an effective team member.

About the Role:

As a Site Manager, you will oversee the day-to-day operations, planning, and delivery of highways projects across Scotland. You’ll manage supervisors and site teams working on drainage surveys, trenchless remediation, Filter Drain Recycling), and wider civils activities on the Strategic Road Network.

You’ll ensure that every project under your supervision runs safely, efficiently, on programme and to the required quality standards — while supporting our broader business strategy to grow our presence in Scotland.

This is a hands-on role requiring site presence across Scotland, working days or nights, and occasionally supporting operations in the North of England.

Location:

Scotland (with some support to Northern England when required across Various sites, working away and night shifts required.

What You’ll Do:

You will take responsibility for:

Project Delivery & Site Management

  • Overseeing all aspects of on-site delivery including commercial, programme, resources, safety, quality and environmental performance
  • Ensuring compliance with all SHEQ requirements and site rules
  • Coordinating shift start-ups, close-downs and changeovers
  • Supporting the production of Construction Phase Plans, Project Management Plans and other documentation


Leadership & People Management

  • Leading and developing Supervisors and Operatives
  • Delivering pre-start briefings, toolbox talks and training
  • Conducting appraisals and supporting skills development


Client Relationship Management

  • Acting as a key point of contact for clients and stakeholders
  • Attending site visits to support project development and asset assessment
  • Maintaining positive client relationships and identifying new opportunities


Quality & Performance

  • Ensuring work is delivered Right First Time and meets specification
  • Managing project KPIs and deadlines
  • Making quality adjustments and rejecting work outside specification


Resource & Operational Coordination

  • Ensuring adequate staffing levels
  • Managing working hours and authorising exceedances
  • Overseeing plant, vehicles, equipment and operational paperwork


What You’ll Bring:

We’re looking for someone with:

Experience & Knowledge

  • Previous experience in highways contract management
  • Strong understanding of drainage construction and relevant standards (CDM 2015, MCHW, DMRB, CS 551, CD 535)
  • Experience managing teams on high-speed roads
  • Strong grasp of health & safety legislation
  • Good commercial and business strategy awareness


Skills

  • Excellent communication and relationship building skills
  • Strong organisational and leadership skills
  • Ability to work collaboratively with clients, colleagues and supply chain
  • Proficiency in Microsoft Excel and Word


Qualifications

  • Degree or equivalent (HND/HNC) in construction or project management
  • SMSTS
  • CSCS (manager level preferred)
  • Full UK driving licence.
