Carnell Appoint Business Director

Carnell are delighted to announce the appointment of Andrew Sharp as Business Director.

Andrew takes up his new role in July and brings a rich vein of experience and a strong track record of business improvement from a 19-year career in highway maintenance. As a lean champion and customer advocate, Andrew will support the continued delivery of strong performance-based results for our clients, as well as capitalising on emerging opportunities through collaboration and innovation to deliver added value for our clients.

Andrew is a Chartered Engineer (CEng), an Associate Member of the Chartered Management Institute (ACMI), and a Fellow of the Chartered Institution of Highways and Transportation (FCIHT).

In 2000 Andrew started work on the Highways Agency Maintaining Agent (MA) contract in Area 18 (Yorkshire) with Halcrow. This included a period of secondment working for the Highways Agency in Leeds. In 2003, Andrew moved on to A-one+ (Jacobs, Costain, Colas JV) in the Managing Agent Contractor (MAC) contracts, initially in Area 14 (North East), and then in Area 12 (Yorkshire & Humber). Still with A-one+, Andrew was a key part of the mobilisation and transformational change team in Area 12 as this moved from a MAC to an Asset Support Contract (ASC) in 2016. On these long-term maintenance contracts, Andrew has been involved in hundreds of highway capital maintenance and improvement schemes on the trunk road and motorway network for Highways Agency and Highways England, with lean production techniques, collaboration and people engagement being at the heart of these. Andrew has held a variety of design, asset management, business improvement, project management, and leadership roles. Most recently Andrew spent five years on the A-one+ Area 12 Leadership Team managing c£110m annual turnover and overseeing a successful contract transition from MAC to ASC. As a member of the Network Board in Area 12, Andrew worked with senior figures from Highways England to provide strategic leadership and a collaborative culture allowing Area 12 ASC to flourish and deliver added value for both A-one+ and Highways England.

Andrew is a keen advocate of recognising the great work that the highways industry does in keeping the country moving safely every day. This has seen Andrew oversee the delivery of multi-award winning initiatives including the IPV No Strikes campaign, and speak at conferences across the UK to share some of the class leading safety and efficiency initiatives that have been delivered. Highlights have included presenting at the French Roads Ministry’s annual conference in Paris and winning a Prince Michael International Road Safety Award.
