We are delighted to announce the appointment of Paul Swann as Operations Director.
Paul took up his new role in December and brings a wealth of experience from a 25-year career in the construction industry with Costain. Paul’s highways and contracting background extends from simple to complex projects with a proven track record of delivering major highway infrastructure renewal and improvement projects. Paul is a Chartered Engineer (CEng) and Chartered Project Manager (ChPP), a Member of the Institution of Civil Engineers, and a Member of the Association for Project Management. Paul is also a Lean Practitioner, driving efficiencies, cutting waste and delivering a high-quality product for clients at affordable prices.
Paul’s extensive experience includes 5 years delivering construction management projects in the Area 10 MAC contract, and more recently 7 years in the Area 12 MAC and ASC contracts delivering the capital works programme, with annual budgets exceeding £100M. As a member of the Network Board in Area 12, Paul worked with senior figures from Highways England to provide strategic leadership and foster a collaborative culture to deliver the basics well. His focus on delivery whilst maintaining excellent safety standards and cost control is an excellent fit with the culture and behaviours we promote here at Carnell.

Paul’s appointment follows that of Andrew Sharp as our new Business Director in mid-2019, adding nearly 50 years of highways related construction experience to our leadership team. This strengthens the capacity and capability of our team in navigating the diverse challenges of delivery across a broad spectrum of project types and duration. This supports the continued delivery of strong performance-based results for our clients, as well as capitalising on emerging opportunities to deliver new added value for our clients.
