Site Manager


Various locations including based in the East Midlands (Area 7), West Midlands (Area 9) and Nationwide.
The nationwide role will involve night working and staying away from home, while regional roles may have the occasional requirement to do so. Accommodation, night shift allowances and subsistence payments will be provided.


The Site Manager plays an important role in delivery of the work programme to the client to time, cost and quality. The role holder is responsible for the day to day running of site / project, working with the Contract Manager to ensure that all client timescales are met without exposing Carnell to risk.

A Carnell Site Manager would normally be responsible for overseeing the operations being undertaken by Carnell directly or by subcontractors acting under the direct control of Carnell. If Carnell are acting as Principal Contractor on a scheme the Carnell Site Manager will also be responsible for overseeing the safe management of interfaces between any 3rd party contractors operating on the site in line with the scheme construction phase plan and their duties under the CDM regulations 2015 and the Health and Safety at Work Act 1974.

The role requires an excellent understanding of delivering civil engineering operations while working in a high-speed road environment. You will work considerately and take into account the requirements of customers – road users/ local communities, during the planning stage and always interact with them in a courteous way.

The Site Manager takes responsibility for the safety, quality and environmental elements of the work being undertaken they essentially provide the bridge between site operations and office-based management. As such the role holder needs excellent IT skills, communication skills, and the ability to lead multi discipline site teams.

They will be required to follow instructions and work programmes from the Contract Manager / Project Manager and other Operations Management and comply with site safety rules and our Health and Safety policies and standards.


Responsibilities – but not limited to:

  • Ensure all work is carried out to the required specification and standard and in line with CDM 2015.
  • Undertake and record weekly SHE inspections across their operations, ensuring that the findings and actions identified are documented and closed out within appropriate timescales.
  • Ensuring that appropriate method statements, risk assessments, permits etc are in place and briefed to all affected parties (including sub-contractors) before work starts, and that the safe systems of work therein are adhered to at all times.
  • Ensure safe digging practices are being followed including the issuing of permits to dig
  • Deliver start of shift briefings including any Toolbox Talks/ Safety Briefings as required, ensuring all staff on site have received and understood the information delivered and have completed/ signed the register
  • Manage all sub-contractors and site visitors and ensure their safety during works
  • Ensuring that all plant, machinery, and equipment (including hired) is fit for purpose and that the required daily inspections are carried out.
  • Complete weekly plant return for plant under their remit
  • Keep PM / CM informed daily of any changes to works scope, programme, issues preventing works being carried out in line with tendered outputs so changes can be raised with the Client
  • Survey potential works and submit reports to the commercial department for pricing when instructed to do so by the CM
  • Plan be responsible for and co-ordinate site works in accordance with the instructions of the Client, Project Manager and Contracts Manager.
  • Review compliance of site operations against agreed RAMS.
  • Complete all necessary documentation to allow works to start, i.e. ‘Site Specific Risk Assessment’, etc.
  • Complete Daily Diaries detailing plant and labour used, site conditions, progress of works delivered, and any incidents/ issues escalated
  • Confirm use of any Permits to Dig via the Fastfield app, including details of services encounters, metres excavated, and services struck.
  • Undertake basic Temporary Works inspection (excavations etc)
  • Undertake works in accordance with a works programme developed by either the PM or CM.
  • Check that works carried out meet the requirements of Inspection Test Plans (ITPs) prepared in advance by the PM. Confirm compliance by completing ITP check sheets as necessary.
  • Ensure resource levels (materials) on site are maintained to correct levels and inform PM / CM in a timely manner where additional resources are required.
  • Order plant and materials using company Fastfield system to ensure works are delivered to programme.
  • Report absences to the Project Manager/ Contract Manager as appropriate
  • Complete weekly timesheets for operatives
  • Complete Daily Allocation sheet
  • Ensure all sites are left clean and tidy at the end of each shift
  • Assist PM in the preparation of scheme as-built information
  • Coach and look after new starters, so that they become competent to work alongside a motorway or high-speed road
  • Train operatives in the various skills required for the works they supervise.
  • Monitor working hours ensuring that excessive hours are not worked by individuals.
  • Monitor the operations of any 3rd party contractors operating within Scheme limits.
  • Manage the interfaces between operations on site to ensure the safety of all.
  • Check everyone working on site has the required level of competency to carry out their role
  • Attend progress meetings
  • Ensure all vehicle and plant checks are completed on a daily basis and before the vehicle / item of plant is used during that shift
  • Ensure that all plant & machinery provided for the works are suitable, in good working order and kept clean. In addition, ensure vehicles are kept clean and tidy on the inside


Skills & Experience

  • Experienced Site Manager in the Highways / Civil industry
  • Civil Engineering experience, including drainage, earthworks, fencing, kerbing etc
  • Commercial awareness and understanding of NEC Form of Contract
  • Understanding of relevant Health and Safety legislation
  • Excellent communication, written and verbally
  • Client liaison, building and maintaining good business relationships


Qualifications & Accreditations

  • CSCS Supervisor / Gold Card
  • NPORS/CPCS in Excavators, Dumpers, Rollers
  • SMSTS Ticket
  • NRSWA Accreditation
  • Full clean driving licence
