We’re proud to announce our appointment as a strategic partner in the Arcadis-led consortium selected to deliver the Specialist Professional and Technical Services 3 (SPaTS3) framework for National Highways.
Working alongside industry leaders Arcadis, COWI, Deloitte, and MICHELIN Mobility Intelligence, we will contribute to providing world-class consultancy services that support the operation, development, and sustainability of England’s strategic road network.
The SPaTS3 framework gives National Highways streamlined access to expert, multi-disciplinary services across 26 core technical areas. These range from asset operation and strategic transport planning to road user behaviour, sustainability, and highway maintenance solutions.
Speaking on the appointment, Andrew Sharp, Managing Director at Carnell, said:
“This is an exciting opportunity for the business to grow our engineering solutions. We are well placed to support our consultant and data partners through operational excellence, using our asset management expertise and range of highway maintenance capabilities. Collaboration is at the heart of how we will solve the challenges faced by National Highways. We also believe the contract will provide opportunities to continue our long history of innovation in the sector.”
The SPaTS3 framework is a six-year nationwide contract, beginning later in 2025 and running through to 2031.
We look forward to collaborating with our partners to deliver innovative, sustainable, and effective solutions that will support National Highways in meeting the evolving needs of the UK’s road network.
