SafetyCam
Roadworks safety camera system.

SafetyCam is an intelligent safety innovation which protects both road workers and communities by using two complimentary vehicle detection systems to capture instances of dangerous driving, while providing a conspicuous visual deterrent and actively changing driver behaviour.

This award winning solution improves safety, customer experience and delivery during highways maintenance and improvement projects.

FEATURES

> Front & Rear HD Video Camera
> Speed Camera
> ANPR System
> Cloud-based Data Capture
> On-board WiFi
> Watermarked Footage
> Operator Workspace
> Welfare Facilities

SafetyCam started out as a mobile road worker protection system, to minimise the risk to road workers who are continually exposed to hazards associated with traffic and movement of vehicles on site.

More recently, it has been successfully deployed in communities affected by increased traffic during overnight closures of the strategic road network.

SafetyCam uses two camera systems – one to monitor and report on the speeds of passing site traffic and one to record beginning to end submissible footage of unauthorised vehicle incursions into road works. As well as hosting both specialist camera systems and on-board Wi-Fi capability, SafetyCam is a fully resourced and functional site welfare vehicle that is available for use by all.

How Can SafetyCam Help You?

One solution for several challenges

SITE VEHICLES SPEEDING through WORKS closures.

Speeding vehicles trigger the radar device. When a particular limit is exceeded a still image is captured of the vehicle, together with the speed, time and date of the event and an image of the number plate.

The image, speed data and ANPR information are instantly uploaded to the bespoke Carnell Portal, enabling our unique software reporting tool to collate and process the data. Clients, contractors and third parties can be quickly issued with evidence, enabling them to take further action against their drivers – with the aim to improve their behaviour and enhance site safety.

incursions of road users into traffic management.

Instances of violations are captured using continuously recording HD video cameras combined with an ANPR camera, to provide beginning to end submissible evidence, captured on a watermarked hard-drive.

During trials on sites known to experience incursion problems, cases of vehicles entering TM were eliminated. Trials carried out by National Highways in 2016 demonstrated a 100% reduction in the number of incursions compared with the predicted number for the trial. However, if someone is determined to enter the traffic management, SafetyCam will capture it.

INCONSIDERATE DRIVING ON DIVERSION ROUTES AND RAT-RUNS

Overnight closures and even lane restrictions on the strategic road network leads to vehicles using diversion routes or finding their own way to their destination, often at unsafe speeds to make up for lost time. Local communities bear the brunt of this, with HGVs thundering past houses on unsuitable roads, creating safety concerns and noise which would disturb sleeping residents.

SafetyCam’s conspicuous presence changes driver behaviour and keeps disruption to a minimum for the community. Being mobile means it is able to set-up in several locations, meaning drivers are more likely to slow down for the entire diversion route.

Supporting Customer Best Practice and Guidance

Customer (which broadly means road users and residents) is the second imperative for National Highways. They have produced several documents to lessen the impact on their customers, with SafetyCam supporting the following:

During trials
SAFETYcam has DEMONSTRATED:

100%

Reduction in the number of site incursions by motorists.

85%

Reduction in site vehicles speeding through closures.

99%

Drivers adhering to speed limit through communities.

Front and rear cameras capture “beginning to end” video evidence stored on watermarked hard drive.

Reporting

Carnell SafetyCam operatives process captured evidence in-situ.
Cloud-based reports are available to the client within 12 hours of leaving site, which depending of its use feature videos of any incursions. The reports can be tailored to a clients requirements including traffic count, speed breakdowns and percentage of HGVs. They also provide GPS locations of SafetyCam and movements through the shift.

Cloud-based reporting and monitoring.
Plate profiling shows a vehicle’s history past the camera.

Benefits

The advantages of SafetyCam align with the three National Highways imperatives:

Safety
  • Upholds the Safety imperative ensuring no one is harmed when travelling or working on the network.

  • Improves safety of the workforce.

  • Deters unauthorised entry into Traffic Management.

  • Addresses speeding site vehicles, through unequivocal evidence of offences.

  • Supports National Highways target to reduce the number of people killed or seriously injured on the network by 40%.

Customer Service
  • Supports the Customer Service imperative by making road users feel safe on the network.

  • Visual deterrent ensures travelling public remain alert and comply with traffic management restrictions.

  • Changes driver behaviour at roadworks.

Delivery
  • Assists the Delivery of the Road Investment Strategy by creating efficiencies and using budgets effectively.

  • Fewer vehicle incursions means minimal stoppages and greater efficiency.

  • Less lost time manually reporting near misses from speeding vehicles.

In the last 10 years
THE National Highways NETWORK has SEEN:

6

Road worker fatalities.

50

Road workers injured by motorists.

18,000

Vehicle incursions into road works reported.

Risk Assessment

We can provide a risk assessment for schemes and determine the likelihood of issues with speeding site vehicles, public incursions into traffic management and customer complaints due to diversions and rat runs.

Ideally done during ECI and scheme development, this provides evidence that clients have considered the risks to road workers and residents.

If road workers are put at risk they will be stood down and work paused. Similarly, there have been several instances where schemes that have been in development for months have been cancelled due to last-minute interventions from local councillors about diversion routes on the local road network. Proactive deployment of SafetyCam ahead of problems arising is best practice and minimises risks.

Solar SafetyCam

Our newest SafetyCam vehicles are greener, safer, and more cost-effective through the use of smart technology.

The installation of solar panels on the roof charges the battery, while an Eco SmartCharge system monitors battery levels so that the vans can operate without idling; the engine automatically starting when charge is low. This reduces noise when working close to houses and improves air quality too.

Several other modifications have been introduced to the new models which improve the security of the operative when working in more hostile environments. The standard ‘welfare van’ facilities are available to all site teams, including seating with kettle, microwave, hot running water and toilet.
